Base Reuse and Closure 2005
Background
On 8 November, 2005,
Congress approved the list of bases the President
submitted for closure and realignment in accordance
with the Base Closure and Realignment Law (BRAC
2005). Included in this list are the five Air Force
bases that have been declared excess to Air Force
requirements and will be available for disposal.
Under procedures established by the Department of
Defense in the Base Redevelopment and Realignment
Manual, March 1, 2006 Environmental Condition of
Property (ECP) Reports will be prepared. These ECP
reports will document the environmental condition of
all transferrable property in order to provide
information essential to the Air Force regarding
disposal decisions and providing information to the
public relative to the environmental condition of
the property. The ECP report will summarize historical, cultural
and environmental conditions and include references
to publicly available reports, studies and permits.
In addition to the ECP report, an Environmental
Baseline Survey (EBS) report will be prepared for
each base. The
EBS will be used by the Air Force in meeting its
obligations under the Comprehensive Environmental
Response, Compensation, and Liability Act (CERCLA)
as amended by the Community Environmental Response
Facilitation Act (CERFA) to facilitate the rapid
return to communities of uncontaminated property. An
Environmental Assessment (EA) will be prepared in
accordance with the National Environmental Policy
Act (NEPA) for each base that provides an analysis
of the potential environmental impacts of the
disposal and potential reuse of these properties. The properties listed below are available for
disposal and information will be provided in the reports for:
Air
Force Research Lab (AFRL), Mesa, Arizona
Approximately 8 acres of land and ten buildings
containing 97,616 square feet. The majority of the
buildings are research and development facilities.
Buckley
Annex, Denver, Colorado
72 acres of land improved with 6 buildings
containing 638,347 square feet. Majority of space is
administrative and it is contained in a 604,557
square foot building.
Four
Lakes Communications Station, Cheney, Washington
63 acres of land improved with 11 buildings comprising 67,890 square feet
used for warehousing or storage.
General
Mitchell International Airport, ARS, Milwaukee,
Wisconsin
102 acres of land improved with 85 buildings
containing 294,137 square feet. A majority of the
space,224,795 square feet, is used for maintenance,
production, and warehousing.
Onizuka
Air Force Station, Sunnyvale, California
20 acres of land and 3 acres of easement improved
with 27 buildings containing 627,891 square feet. A
majority of the space is used for operation and
training needs comprising a total of 396,751 square
feet. |
